As electric cigarettes, also called e-cigarettes and personal vaporizers, become more popular, health organizations set out to test the safety of the product. There are some common results, and also some conflicting data from the health studies in different nations. Almost all the health organizations state that they do not consider the electric cigarette  to be a legitimate aid in smoking reduction. This contradicts reports from users who claim that electric cigarettes help them reduce their smoking, The World Health Organization released a statement in 2008 that commented on the fact that it doesn’t discount any possibility that the electric cigarette might be useful in reducing smoking; however, there currently isn’t enough clinical evidence to prove that electric cigarettes work.

In the United States of America, the Food and Drug Administration (FDA) tested the electric cigarette in 2009. It issued a press release reporting concerns about marketing the electric cigarette to young people without appropriate health warnings after detecting diethylene glycol in one out of 18 cartridges. Exponent, Inc., a scientific consulting firm, formally objected to the study, concluding that the FDA study was based on poor standards of analysis and documentation, since the same substances are found in other FDA-approved nicotine replacement therapy products.

Studies in Canada  report concern over the nicotine found in the electric cigarette, even though electronic smoking products are considered safer alternatives to general tobacco products. Health New Zealand  found trace amounts of TSNAs (tobacco-specific nitrosamines) in the flavor of electric cigarettes. Its study was different from the FDA study in that it conducted a very detailed quantitative analysis on electric cigarettes. Health New Zealand concluded that toxicants and carcinogens are present in the electric cigarettes, but only below harmful levels. It officially states that the tested products are a “safe alternative to smoking.”
